FastXE — Compliance

FastXE is committed to operating responsibly and preventing its services from being used for money laundering, terrorist financing, sanctions evasion, fraud, proliferation financing or other unlawful activity.

FastXE operates a risk-based compliance programme appropriate to the services it provides, its customers, transaction activity and the jurisdictions in which it operates.

1. Our Commitment

1.1. FastXE is registered as a Money Services Business with the Financial Transactions and Reports Analysis Centre of Canada, known as FINTRAC, under registration number C10001279.

1.2. The registration is currently displayed on the FINTRAC public registry under FastXE's previous name, Fastvault LTD, while the registered-name update is processed.

2. Customer Identification and Verification

2.1. Before providing certain services, FastXE or its service providers may be required to verify a customer's identity. For individuals, this may include collecting and verifying:

  • 2.1.1. Full legal name
  • 2.1.2. Date of birth
  • 2.1.3. Residential address
  • 2.1.4. Nationality and country of residence
  • 2.1.5. Telephone number and email address
  • 2.1.6. Government-issued identification
  • 2.1.7. Photograph or biometric verification
  • 2.1.8. Occupation or employment information
  • 2.1.9. Purpose and expected use of the account

2.2. For businesses, FastXE may collect and verify:

  • 2.2.1. Registered company name
  • 2.2.2. Registration number
  • 2.2.3. Registered and operating addresses
  • 2.2.4. Nature of the business
  • 2.2.5. Formation documents
  • 2.2.6. Directors and authorised representatives
  • 2.2.7. Ownership and control structure
  • 2.2.8. Ultimate beneficial owners
  • 2.2.9. Expected account and transaction activity
  • 2.2.10. Source of funds or source of wealth

2.3. FastXE may request additional information where required by law or justified by risk.

3. Ongoing Due Diligence

3.1. Verification does not end when an account is opened. FastXE may periodically review and update customer information to ensure that it remains complete, accurate and current.

3.2. Customers may be asked to provide updated identification, corporate records, transaction documents or information regarding their source of funds or source of wealth.

3.3. If requested information is not provided, FastXE may restrict, suspend or close the account where permitted by law and the applicable terms.

4. Sanctions and Screening

4.1. FastXE does not permit its services to be used in breach of applicable sanctions. FastXE and its service providers may screen:

  • 4.1.1. Customers
  • 4.1.2. Directors
  • 4.1.3. Authorised representatives
  • 4.1.4. Beneficial owners
  • 4.1.5. Counterparties
  • 4.1.6. Wallet addresses
  • 4.1.7. Payment recipients
  • 4.1.8. Transactions

4.2. Screening may include sanctions lists, politically exposed persons, adverse-media information and other risk databases.

4.3. Service availability may be restricted based on a person's location, residence, nationality, counterparties, transaction route or other legal and risk factors.

5. Transaction Monitoring

5.1. FastXE and its providers may monitor fiat and cryptoasset activity to identify suspicious, unusual or prohibited behaviour. Monitoring may include:

  • 5.1.1. Unexpected transaction volumes
  • 5.1.2. Activity inconsistent with the customer's stated purpose
  • 5.1.3. High-risk countries or counterparties
  • 5.1.4. Unusual movement of funds
  • 5.1.5. Rapid movement through multiple accounts or assets
  • 5.1.6. Suspected fraud or account takeover
  • 5.1.7. Exposure to scams, ransomware, darknet markets or stolen funds
  • 5.1.8. Attempts to conceal the source, destination or ownership of funds

5.2. Blockchain-analytics technology may be used to assess wallet addresses, transaction exposure and links to potentially unlawful activity.

6. Source of Funds and Source of Wealth

6.1. FastXE may request information explaining where money or cryptoassets came from and how a customer obtained their overall wealth. Supporting evidence may include:

  • 6.1.1. Bank statements
  • 6.1.2. Payslips
  • 6.1.3. Tax records
  • 6.1.4. Sale agreements
  • 6.1.5. Investment statements
  • 6.1.6. Business invoices
  • 6.1.7. Company accounts
  • 6.1.8. Inheritance documents
  • 6.1.9. Wallet transaction records
  • 6.1.10. Exchange account statements

6.2. A transaction may be delayed or rejected until requested information has been reviewed.

7. Prohibited Activity

7.1. FastXE must not be used for:

  • 7.1.1. Money laundering
  • 7.1.2. Terrorist financing
  • 7.1.3. Sanctions evasion
  • 7.1.4. Fraud, scams or theft
  • 7.1.5. Trafficking or exploitation
  • 7.1.6. Ransomware or malware
  • 7.1.7. Darknet-market activity
  • 7.1.8. Transactions involving stolen funds or assets
  • 7.1.9. Unlicensed or unlawful financial activity
  • 7.1.10. False identities or impersonation
  • 7.1.11. Unauthorised use of another person's account
  • 7.1.12. Attempts to evade verification or monitoring
  • 7.1.13. Concealing the origin, ownership, destination or purpose of funds
  • 7.1.14. Any activity prohibited by FastXE's Terms and Conditions

8. Account and Transaction Restrictions

8.1. FastXE may delay, reject, block, restrict or suspend a transaction or account where:

  • 8.1.1. Additional verification is required
  • 8.1.2. Information provided cannot be verified
  • 8.1.3. Activity appears suspicious or unusual
  • 8.1.4. Fraud or account compromise is suspected
  • 8.1.5. Sanctions restrictions may apply
  • 8.1.6. The activity violates FastXE's terms
  • 8.1.7. A service provider requires the action
  • 8.1.8. FastXE is required or permitted to act by law

8.2. FastXE may be legally prohibited from explaining whether a report has been made or providing certain information about a compliance review.

9. Regulatory and Law-Enforcement Cooperation

9.1. Where required or permitted by law, FastXE may provide information to:

  • 9.1.1. FINTRAC
  • 9.1.2. Financial-intelligence units
  • 9.1.3. Law-enforcement agencies
  • 9.1.4. Courts
  • 9.1.5. Regulators
  • 9.1.6. Government authorities
  • 9.1.7. Banking partners
  • 9.1.8. Payment providers
  • 9.1.9. Card providers
  • 9.1.10. Cryptoasset service providers
  • 9.1.11. Other parties involved in preventing fraud or financial crime

9.2. FastXE may submit suspicious-transaction or other regulatory reports when legally required.

10. Geographic Restrictions

10.1. FastXE services are not available in every jurisdiction. Eligibility may depend on:

  • 10.1.1. Country of residence
  • 10.1.2. Nationality
  • 10.1.3. Business location
  • 10.1.4. Customer type
  • 10.1.5. Product availability
  • 10.1.6. Verification results
  • 10.1.7. Regulatory requirements
  • 10.1.8. Service-provider rules
  • 10.1.9. FastXE's risk assessment

10.2. FastXE does not provide cryptoasset services to retail or corporate customers resident in the United Kingdom.

11. Customer Responsibilities

11.1. Customers must:

  • 11.1.1. Provide accurate and complete information
  • 11.1.2. Keep account information current
  • 11.1.3. Respond to compliance requests promptly
  • 11.1.4. Use FastXE only for lawful purposes
  • 11.1.5. Use the account only for their own approved activity
  • 11.1.6. Protect account credentials
  • 11.1.7. Notify FastXE of relevant changes
  • 11.1.8. Provide supporting documents when reasonably requested
  • 11.1.9. Avoid using FastXE on behalf of undisclosed third parties
